Can't get Protection IV Enchanted Book

Minecraft Version: 1.19.2
Forge: 43.1.3
When clicking the cycle trades with a librarian in the trader, I spent 15 minutes trying to get a protection IV book to come up, it never did. I haven't seen anything higher than a Protection III book.
