When changing the configs for auto-trader restock time it does not shorten the time.

Bug description
when i set the config for auto trader restock time to a lower value the restock time in the autotrader does not shorten. instead i even think it gets loger as i waited for over an hour and it did not restock.

1.0.17
Mod loader and version
Forge - 43.4.0
Steps to reproduce
create singleplayer world with mod
go to configs and change the value for auto trading restock time: min -> 20, max -> 50
(even changed the normal trader value to the same after not working the first time)
set autotrader and place villager of any kind in it
(i used a cleric and traded emeralds to redstone)
put a stack of emeralds in the input slot
let it trade till it stops
wait
Expected behavior
it should restock after a couple seconds. at least for the config of 20~50 ticks. thus enabling more trades after

Does the trader have a workstation block? Obviously it won't restock if the villager doesn't have a workstation.
