[Bug]: Can't right click flowering azalea leaves with shears to obtain azalea flower

What happened?
The Curseforge page implies that I should be able to right click flowering azalea leaves with shears to obtain azalea flowers, just as I can with the bushes and logs. However, I cannot do this.
