Trasmutating an in-world halfslab will always put the slab on the lower half

Steps to recreate:
Put jungle slab on top half of a block.
Rightclick with minium stone.

Changes in the transmutation system will provide better support for this. Block metadata "positioning" is not properly supported in the existing system, and will be better in the new system
