Frequent, Periodic, FPS Lag Spikes on v2.4.8-1.21.1

Description:
When Effective is installed, frequent, periodic, FPS lag spikes occur where there once were none. This appears to correlate with the amount of water underneath the player.
This would not be so much of an issue if the loss in FPS was spread across several frames, however, the distinct spikes produce jittery, visuals which some might find nauseating.
Given the peculiar nature and regularity of these spikes, I expect that it is an unintended bug, however, feel free to discard this if that is not the case, if this behaviour is out of your hands.
Although tested under a bad-case scenario, the lag spikes are still noticeable in regular world generation, especially over oceans (as can be seen in #319).
- The mod "Better F3" has been enabled for these screenshots to enhance clarity, however, the bug is still present without it.
- For all following screenshots, the render distance was set to 12 and structure generation was disabled.
- For the following 6 screenshots, the FPS had been limited to 60 using Minecraft's options menu. Screenshots with varying limits follow.

For the following 4 screenshots, the FPS has varying limits.
Unlimited:

120FPS (Spikes do not bring the FPS down as much as they did at 60. They may seem half as frequent, but that is because the FPS logger is recording twice as many frames in the same space):

30FPS (Occasional spikes still present where, without Effective, there would be none):

(The most shocking conclusion to be drawn from these screenshots is that Effective somehow seems to shave off 1 TPS from server lag.)
Additionally, strangely, in the first two superflat screenshots, GPU utilization is roughly 10% higher with Effective installed, however, ehhhhh...
Reproduction:
- Create new instance of Minecraft 1.21.1 (with ATLauncher, in my case)
- Place the following mods in the instance's "mods" folder:
- Open Minecraft
- Create the aforementioned superflat worlds
- Observe bug as described above

Same here, mod works fine in most areas, but in oceans the FPS go as low as 5 FPS.
I'm experiencing the same problem lately. After playing w/ friends with Effective installed, they started noticing FPS drops and stuttering, though it did't happen for me. Until recently...
One thing I noticed, the lag spikes are more frequent when I start rotating the camera.
I tried reverting to 2.4.7 and 2.4.6 but it didn't change anything unfortunately. Version number might be irrelevant imo
