Crucible won't stir - ATM6 (1.16.4 / 1.16.5)

Players are unable to stir the crucible in both multiplayer server environments and single player worlds.

This has been noted in both ATM6 for 1.16.4 and 1.16.5 (newest update as of Jan 30th).

I was testing this wrong.
