Add a packet for screenshot share that can be used if the server has EiraIRC installed

That way the server can mess with the click action and make imgur links open the non-direct page when "open in browser" is selected or imageLinkPreview is disabled

Nevermind. This would mess with client that don't have EiraIRC installed.
