Soothing Lanterns do not prevent buffed mobs from spawning.

Tested on 1.20.1 with Quilt and no other mods loaded than Cloth Config and QFAPI. I set the spawn rate for each tier to 0.99, went to the End, and made a 16x16 spawning platform with a Soothing Lantern inside the chunk. Buffed Endermen still spawned.

In addition, if a powered Lantern is destroyed, the light source stays. Maybe these issues have something to do with the block not updating correctly?
