Game freezing to a hold (0 fps) for about 5-10 seconds at random intervals

Minecraft version: 1.12.2
Wizardry version: 4.3.1
Environment: Server
Issue details: The game grinds to a freezing hold (0 fps) for about 5-10 seconds at random intervals. The game works fine in singleplayer. Laggoggles mod points out that if other players get near it occurs more often. When removing the mod the problem no longer persists. The Shift+F3 pie chart suggests its a rendering or tick problem since those peak after the lag spike (might be a side effect of the lag spike). Multiple people reported the same problem but not every on the server is experiencing it. And the player that do have it have it at random times. Crash and Latest.log don't report anything out of the ordinary. The game also runs above its memory cap (this only happens with EB mod installed) when spiking into a freeze.
Tested with default settings, 4gb and 8gb. With and without optifine. All same results.
