Question/Request: How to make certain creepers spawn in more biomes?

Hi, I am playing Primal Winter, and I enabled only the Ice Creeper to spawn (and the Rainbow Creeper) but I want them to spawn in all surface Overworld biomes, not just their usual ones, can I do that? If not, can there be an option in the config file to fill out what biomes each creeper spawns in? Thank you.
