Do you have Electroblobs Wizardry installed? The newer versions have a bug causing exactly this issue. But no fix is found until now. I think more info on this issue especially from the mod makers who have conflicts with the EBWiz mod would be highly appreciated. On when and where the things get wrongly rendered and or blocked.

yes I do have That mod installed

the thing is, Ive learned that other mods are causing the same issue as well
i think i might have to do with the number of registered custom particles

Oh if thats the case try posting that info to EBWiz problem page he is looking for solutions or a cause and adding something like a max custom particle fix should be easy. (if thats the problem)
