A description of the issue

One can enchant books without wasting any XP. The player still requires the level itself.
So you can be 20 levels and can enchant 4 enchantments to one book, but the XP will stay.

This is a problem since Enchancement removes anvil enchantment XP costs completely (intended or not).
This also makes enchanting at 20 levels inefficient as you can just bank your enchantments to books every 5 levels.

Also tested on clean environment.

Minecraft version: 1.19.2.
