A description of the issue

I'm not sure if this is intended or a glitch, but when using an enchanting table to apply enchantments to a sword, when selecting frostbite first, you are unable to add fire aspect, but for some reason when selecting fire aspect first you are able to add frostbite to it.

While I am running the mod on 1.21, I have checked, and the issue still persists in 1.21.2-r3

I just found out, but the issue also applies to enchantments like Silk Touch and Extracting. When choosing Extracting first, you are not able to add Silk Touch, but when choosing Silk Touch first, you are able to add Extracting.
