A Frostbite Sword will still give its freezing effect when used in the offhand, regardless of what item is currently in the main hand. This extends to projectile weapons like tridents, bows, crossbows, etc, with arrows, tridents, and torches (although the fire caused by the torch cancels this effect) being able to cause the freezing effect.

However, while the freezing effect may be applied, you do not create ice statues when you kill an entity with the frostbite sword in your offhand.
