Because the enumeration that defines enchantment targets is troublesome to modify, Spellbound Enchantments bypasses that enumeration for many enchantments, using its own system to determine enchantment compatibility. I would request that Enchanted Tooltips check for an 'applies_to' entry and, if one is found, use it instead of using the enchantment's EnchantmentTarget for its tooltip.
