As a player levels up, the experience required to reach the next level increases. So, the value of 5 exp levels is vastly different when you are level 100 compared to level 10.
If the player has 5 levels of experience, and then uses the table to consume 5 levels, the amount of experience consumed will be about 55. However, if a player has 105 levels of experience, and then uses the table to consume 5 levels, the amount of experience consumed will be about 3800.
To stop experience from being wasted like this, I propose that the table is changed so that it consumes exp points instead of levels. When a player is enchants their tool, the table will calculate the exp and then take it away from the player. That way, a 5 level cost will always consume 55 exp points and nothing more.
