Was about to report about this same issue until i saw someone else already did, hoping to see fix for this soon as it's severely game breaking with enchanting atm, there's many enchantments that you cant get on equipment for some reason, not even via anvil on survival, only with creative.

No, it works normally with just EI

So i went through the problem finally just a moment ago, and i was able to solve the cause, it's not enchanting infuser, but this mod: https://www.curseforge.com/minecraft/mc-mods/hazen-n-stuff

And the enchanting problem seems to be known, but seeming to take a bit apparently. I did read however another mod can be used as workaround until it gets fixed, which in this case is:
https://www.curseforge.com/minecraft/mc-mods/lmft

Specifically the lmft-1.0.4+1.21-neoforge.jar version, tested and works from what i can see. Hope this helps to anyone who stumbles on same issue, thinking it'd be infuser, when it seems not being the case.
