no config file was generated on the server or client

Enchanting Infuser only uses Forge's server configs, those are generated per world, so not in .minecraft/config, but instead in .minecraft/saves/<yourworld>/serverconfig.
To edit those configs I recommend installing Better Mods Button and Config Menus for Forge, so you don't have to mess with any files and can do everything directly from in-game.
After you've edited a server config, you can use the Copy To Defaults button, so that it'll be set for all worlds (only newly created).

Same issue, no server config file available to edit. Running forge server 1.16.5. No way to edit. Please fix
