Current behavior: Disenchanting gives you more experience than enchanting at low level.
Steps to reproduce:

1. Clear your experience and set your level to 1.
2. Enchant a sword with sharpness 1, which costs 1 level. Now you are 0 level.
3. Disenchant the sword, which might give more than 7 experience, and you level up to more than 1 level.
4. Repeat the steps above, you might level up to 2 levels.
5. Enchant the with sharpness 2.
6. Disenchant the sword with sharpness 1. Now the sword is with sharpness 1, and you are 1 level.
7. Repeat the steps above, and you could enchant the sword to sharpness 5 without extra experience.
