Flight enchant completely broken

Describe the bug
Flight enchant doesn't work at all on dedicated server and singleplayer. Flying is enabled on everything including the configs. I have the enchant on boots and I am wearing them but I cannot fly.
To Reproduce
Steps to reproduce the behavior:
Equip the enchant on boots they do not work
Expected behavior
I expect to fly
