Move Boat - can't raise or lower, only pivot. Breaks or glitches when dropped.

Description
Trying to move a boat, but you can't lift the boat up into the air only pivot it sideways. And when you place it down on land it breaks, and if you place it on water it sinks to the bottom and glitches out.
Also, it's set to the default of needing to sneak to pick up the boat (which is holding shift for me). But when I let go of shift (but still hold right-mouse) I just get in the boat. I don't think this is supposed to happen?
Edit- Tested on minecarts (using the move cart mod) and it works the same way, in that I can't lift only pivot on one axis. but it does at least raise itself above the ground so it doesn't glitch. However releasing Shift does auto-place me in the cart, even if I'm still holding RMB. And if I release shift when the cart is not on magnetising itself to a nearby rail, then I go into the cart while it's in the air and immediately die lol.
