Can't Get Snowballs Freeze Mobs to Work in Forge 47.x.x

Forge version: 47.1.0 & 47.2.0
Environment: Singleplayer

Description
No matter how many times I hit a mob with a snowball in Forge 47.1.0 or 47.2.0, nothing seems to happen, the mob briefly turns red, showing that I hit it, but it keeps moving. The Fabric version has worked perfectly for me, though, and I love the fact that you finally found a practical use for snowballs!
I've tried disabling all mods except:
Snowballs Freeze Mobs - 1.20.1-3.1
Optifine - 1.20.1_HD_U_I6_pre6
Collective - 1.20.1-6.66
Just Enough Items - 1.20.1-forge-15.2.0.27
In Control - 1.20.1-9.0.0
And still no luck. Left the default time setting for the Snowballs mod at the default of 5000.

It doesn't crash the program, but I'm attaching the Latest and Debug logs, in case they're at all helpful.
