I was able to find some endermen for the 4 pearls I needed to make the seeds, and when I went to plant them on regular farmland it would not work. I thought maybe because there was a lighting issue, but I tried every solution with lighting I could think of and still didn't work ;(

Well, then you can only place end seeds on tilled end stone with a light level above 7 (8 or higher).

I also made a new creative world and tested it on tilled end stone and it seemed to work perfectly fine, but over in my survival world I still have a long ways to go till I see some end stone.

Can confirm this is happening with just a fresh MC and Ender Crops installed.

I'm not able to reproduce this. Tested this in- an outside of a dev environment running forge 40.2.0 and I'm able to plant ender seeds on farmland. Are you trying to plant in a light level below 7?

Can confirm still occurs on encrypted_ modpack

Tested this in encrypted_ just now, am able to plant on farmland:

Please check that you are planting it in a dark room, the max. allowed light level is 7 (=redstone torch). The restriction is lifted when planted on tilled end stone.
