Powered Spawner activating on placement

Issue Description/#### What happens:

Placing a Powered Spawner (Wither Skeleton with Double-layer Capacitor installed) next to an active Sterling Generator (With coal and Double-layer Capacitor installed) causes the mobs to spawn immediately.

What you expected to happen:

Wait until spawner is charged.

Affected Versions (Do not use "latest"):
