Issue Description:

When adding custom recipes to the vat, using a fermenting power of 0 causes the recipe to not show up in JEI, even when required=true.

What happens:

The pack loads up as normal without throwing any obvious errors, but the recipes are missing.

What you expected to happen:

To be able to create recipes with 0 fermenting cost.

Steps to reproduce:

1. Create any vat recipes in the user.xml with a fermenting cost of 0
2. Load up pack
3. Watch recipes fail to show up ingame.
