Redstone Conduit stay on without Input Signal

Issue Description:

In certain setups Redstone Conduits still output a signal although the input is turned off. This only happens after a server restart (only tested in Singleplayer, but I suspect it's the same on dedicated servers).
I put the lever onto a cobblestone and connected the lever directly to the redstone conduit and run the conduit next to the cobblestone block. Apparently the cobblestone block gives an input to the conduit network although it's visually not connected. If the cobblestone isn't powered anymore however, it doesn't update the network, unless you manually break and replace a conduit of it. I was able to work around this error by manually connecting the conduit to the cobblestone with a Yeta Wrench and disabling the connection afterwards.
