Painted Glowstone doesn't produce the expected light-level when placed sometimes.

Issue Description:

Crash report: NOT APPLICABLE - the game didn't crash - this bug just happens occasionally and I thought you as the dev team might (or equally might not) want to know about it)

What happens:

When a CONDUIT FACADE is painted with GLOWSTONE (vanilla glowstone, minecraft:glowstone) the block (which should emit light, like it has done in previous versions) does not emit light in an expected way, you can see this below:

As you can see the glowstone block places, and the tile entity has the glowstone skin, however the block doesn't emit light. I'm using this block to cover a conduit coming out of an input tank (from OpenBlocks - openblocks:tank)

What you expected to happen:

The block to a light level equal to the light level emitted by the regular glowstone block.

###Report addition: Worth noting
Sometimes, the blocks painted with glowstone do light up, for instance just on the other side of the wall pictured above, there are painted blocks which do light up as expected. This bug only happens occasionally.

Steps to reproduce:

  1. Use the painting machine to paint a (regular) conduit facade with minecraft:glowstone
  2. Try and place that block to cover a ender fluid conduit.
  3. There is a chance it will not light up as you would expect it to.
