Redstone filters remain in effect after being removed

Issue Description:
Redstone filters remain in effect after being removed. The conduit needs to be broken and replaced to get it to function normally again.
What happens:
After removing a redstone filter from a redstone conduit the conduit still behaves as though the filter is installed.
What you expected to happen:
The redstone conduit should behave as though no redstone filter is installed
Steps to reproduce:
- Place a button, redstone conduit, and redstone lamp in a line.
- Configure the conduit to input from the button and output to the lamp on the same channel.
- Put a redstone not filter in the conduit outputting to the lamp and then remove it.
- Note how the lamp is now on and turns off every time you press the button.
