Conduit facades not blocking light

Issue Description:

Conduit facades let light through if they're placed where conduits already exist, regardless of if it should let light through or not.
Notably, if facades are placed before conduits are, expected behavior occurs instead.
Conduit changes (additions, removal, etc) happening after the facade itself is placed changes nothing, they remain as transparent (or opaque) as they were as when they were placed.

What happens:

Non-transparent facades act transparent.

What you expected to happen:

Non-transparent facades painted with opaque blocks to act opaque.

Steps to reproduce:

  1. Place a conduit (any kind).
  2. Place a non-transparent facade painted as an opaque block on top of conduit.
  3. Facade allows light through it.
