OC Conduit missing block updates from Net Splitter

Issue Description:

OC conduits do not update themselves when they disconnect by a net splitter

What happens:

When a net splitter is powered, OC conduits do not visually connect like regular OC cables or connect to components across the splitter. providing a block update fixes them.

What you expected to happen:

the conduits connect and disconnect with the state of the net splitter.

Steps to reproduce:

  1. Configure a OC computer with a screen across a oc cable that is 3 blocs long.
  2. Replace one of the oc conduits with a net splitter, and power the net splitter with redstone. The cables will not connect.
  3. Provide a block update to the two cables (place blocks next to them). The conduits will connect to the net splitter and the screen will turn on.
  4. Turn off the redstone on the net splitter and the screen will turn off but the conduits will stay connected.
  5. Resupply redstone to the net splitter and nothing will happen.

The conduits update properly when they get a block update, so it's not a conduit issue. Seems that "net splitter" isn't sending one...
