Is your feature request related to a problem?

The config is not very helpful. All it does it specify which endermen spawn, and it doesn't provide any control over their behavior.
My issue is that the cave endermen are awful. They're awful because so many of them spawn, and they're very difficult to deal with without stronger gear. The concept of hostile cave endermen is great, but only for the older, smaller caves, not the newer, larger ones.
I was sure I'd be able to change this in the config, but it wasn't very helpful. I'll just have to stop cave endermen from spawning or install a spawn-rate adjusting mod when I'd rather have just made them neutral.

Solution(s)

-The config should allow behavior (and maybe spawn rates) to be adjusted.
-Cave endermen should be neutral, but this isn't that much of an issue if players can make the change themselves.
