There is a conflict with the witches from this mod that make their witches drink potions constantly when they spawn.

here is a link to their github with the code you identified that is causing the issue

Next update (no ETA) will have only vanilla witches affected by the thirsty withches feature. BUT if you want to make other witches use Thirsty Witches, there's a config option to disable the drinking sound.

This should have been fixed in 3.0.x
