What happened?
Compared to 1.12.2 bloodmoon mod, this mod barely spawns a few mobs, but i gotta say that i understand why, firstly because the old version force spawn mobs in the surface of the world very close to the player, while you only modified the mob cap.
I would suggest trying to add that old mechanic back, this can be achieved by forcefully spawning mobs during those events and cancelling the spawn of mobs that are not on the surface in order to keep a reasonable mob cap.

It is done this way due to performance and most users are satisfied. If you want more mobs feel free to use the config: https://github.com/CorgiTaco/Enhanced-Celestials/wiki
I will not be changing the set standard.
