[Bug]: Some mobs does not spawn on mined/replaced spawners, only spawn on natural untouched spawners

Steps to Reproduce the Bug
Example:
- placed passive mobs (sheep pig cow fishes) all not spawning
- bats, bees allay worked
- hostile mobs worked
Enhanced Mob Spawner filename
spawnermod-1.20.1-1.9.3+Forge
Other mod filename (Optional)
no other mods that alter spawner behavior
