[Server] Dislocation Ring assumed to always be active on other players (cosmetic) even if it isnt

Description of a Bug:
items appear to magnet towards players with the magnet equipped even though they arent actually being magnetted.
How to Reproduce:
- Join server and/or (probably) host lan world
- Equip magnet
- Disable magnet
- Observe other player see's items appearing to be magnetted towards you, even though they arent

Crash Log: irrelevant, not a crash
Disclaimer
I have not (yet) tested without other mods installed, however I do not believe this is caused by a mod conflict. I will double check this at some point but wanted to make an issue before I forgot too (again).
can confirm this issue is still present with only enigmatic legacy and dependencies, using versions listed in issue, also viewable in video.
Interestingly, the effect does stop if the ring is toggled on and off after the player joins the server, but its still assumed to be on when joining even if it isnt.
