No samplings from redwood (and maybe others)

Describe the bug
We can't get any saplings from mining redwood leaves. ATM I haven't tested any other trees. But Promenade has the same problem. I guess the loot system changed somewhat in 1.17: DawnTeamMC/Promenade@08bf924
Steps To Reproduce
Steps to reproduce the behaviour:
- Break leaves with the hand or any other tool
- Get leaf blocks
Expected behaviour
Get saplings or any other loot
