Three ideas:

Some kind of enchant that lets armor automatically pull ice from the player’s inventory to keep the user cool only when needed.

A "frosted" effect that can be applied via beacon to establish more permanent bases in the Nether

Some simple way to manufacture ice (e.g. a beacon with the frosted effect active will freeze water in its radius)
