[enhancement] Adding a dead zone parameter for long-ranged weapons

I couldn't find a way to do that, so I'll write my idea here. Maybe it'll be somewhay new and interesting.
My proposal is to add a "dead zone" parameter, which would determine distance until which weapon doesn't deal damage or deals less damage. For example, a weapon like Naginata(a sword with 2-4m handle and 0.7-2m blade) would be a bit OP right now(slashing attacks, 5m reach), and making it a slow weapon would be quite... inappropriate(it weighs ~900 grams). With that parameter set to, for example, 2m, Naginata becomes much more balanced, being a deadly long-range weapon, but also very vulnerable to short-ranged, quick opponents. That would make greathammers, flails(mace on a chain), kusarigamas(small scythe on a chain), whips and other long-ranged weapons much more balanced.
Also, I think that adding a short-ranged attack(shift + left click, probably) would be needed to not make these weapons weak instead of making them more balanced.
