Add a command that lets ops or players with a permission to use a command to toggle and see messages.

I've a personal dislike of this type of feature for its ability to allow unbridled snooping. While I definitely see the utility of such a feature for moderation, I will not be adding it to Essential Commands. I do appreciate the suggestion, though. Thanks!
