Circuit wrench should send a message to the player's status bar (not sure entirely what its called - the area above the hotbar. forge certainly supports sending messages there) indicating if the player is missing quartz or not targeting a circuit plate.

While this is only moderately useful, it accomplishes multiple things:
Tells the user that they ran out of quartz and need to restock, and the wrench is functioning as intended.
Instructs users that forgot how the wrench worked, cannot be bothered to read the tooltip, or those who did not realize that a tooltip existed in the first place for how to use the wrench.
