Moss blocks recipe registers without moss block being enabled

Initial Questions
- I have searched this issue tracker and there is nothing similar already, and this is not on the list of known issues. Posting on a closed issue saying the bug still exists will prompt us to investigate and reopen it once we confirm your report.
- I have verified that this issue occurs in a SUPPORTED environment, meaning I can reproduce this WITHOUT OptiFine, and without Bukkit+Forge server software like KCauldron, Thermos, Crucible, Mohist etc

Describe the Issue
EFR moss blocks are disabled by default, and when the config for them is disabled, the recipe registers, but not the block
Conflicting Mods
Cause the current curseforge build of EMI to crash i fixed this in ysesiq/retroEMI-Forge#1 but, this could cause issues with other mods and generally should just be fixed

Other Details
I agree, the recipe should not have been registered, and should have been using my built in tools for this but the contributor that added these did not use the tools I provided for it.
Uhm whats up with the "other Details"? Was I involved in any of that???
