Sometimes the corals drop brain coral fans on 1.21.1. Idk if im using mods that its incompatible with but I dont think so. Unless the other popular eternal starlight modification mods like the vanilla ores and eternal glow causes it. Also im using valkyrie pickaxe from aether with silk touch to mine them
