The ship helm menu opened with shift + right click does not open when holding an item in either hand. The menu also does not open when staying stationary in the air in creative mode (shift + space).
Tested on Fabric.

Likely caused by the vanilla shift + place block functionality overriding the menu open.
Potential fix: The option to mount a ship should be moved to a menu button, and only available when the ship is assembled.
