This issue occurs when only Valkyrien Skies and addons are installed and no other mods
- I have tested this issue and it occurs when no other mods are installed

Issue description
This actually occurs on 1.20.1, but I couldn't choose that option. It seems like Eureka is accessing CoreHooks before the variable is set. This is using VS2 2.3.0-beta.3 and Eureka 1.3.0-beta.2.
Issue reproduction
Load the game. This just happens at random, possibly due to mod load order?
