helm wheel gets culled when looked at through water

This issue occurs when only Valkyrien Skies and addons are installed and no other mods
- I have tested this issue and it occurs when no other mods are installed

Issue description
The helm wheel gets culled when looked at through water, it'll appear when you look at one of the ship blocks though.

- create a ship with a helm
- look at it through water
- helm wheel should be culled
