Short description:

Ignores DoMobLoot game rule when set to false

Steps to reproduce the problem:

1. load world
2. do /gamerule doMobLoot false
3. kill a bunch of mobs and you'll see the everlasting abilities spawn every once and a while

Expected behaviour:

The ability totems to not spawn in
