Buffer the errors and throw them again when the config has been fully constructed, this otherwise results in incomplete config files.

I'm currently having this as a major problem, it's throwing an error on enchant conflict with Power-PoisonArrow and because the config hasn't fully generated I'm unable to change the ID associated with Poison Arrow. Would it be possible to release a full config for 0.4.1b as a short term fix?
