Allow disabling auto output on the Eternal Water Block

Only keep the issue types that are applicable.

You should be able to turn auto output on and off on the Eternal Water Block, like you can on the Dark Tank.

I assume I should make this default on for BC reasons.

The easiest way to do this would be by applying a redstone signal.

Alternatively, a different blockstate could be toggled (where the texture has no flowing water?) on right click?
