Something with the loot table injections for Evilcraft seems to be incorrect. When I'm trying to dump the loot table using Loottweaker or Pmdumper, there's an error, and when generating simple_dungeon chests in a test world, no Evilcraft items are appearing.

I think this has been an issue since at least the previous version of EC, I just haven't investigated it until now.
