Best I can tell Ex-Astris-MC1.7.10-1.16-28.jar + causes a server crash when I have Chisel 1.5.7 installed. Based on the error report it's looking for Chisel 2 API's which are not there because they are not the same mod.

I'm only posting the log from 28 but can post 29, 30, and 31 if you think they'd help but the main section it references doesn't seem to change.

Because they are the same mod, they use the same mod ID.
